Summative ELPAC Materials Return

Dear LEA ELPAC Coordinator:

An LEA should return completed Summative ELPAC kindergarten through grade two (K–2) Writing Answer Books at least twice a month in the provided white cartons (boxes). When sufficient Answer Books have been received, ETS can start the quality-control process for scoring and reporting that has to occur prior to Student Score Report (SSR) production.

An LEA with a small number of Answer Books to return should return completed Answer Books monthly, even with a partially filled carton. To request additional white cartons or Group Identification Sheets (GISs), complete the Carton and GIS Request Form.

The instructions for generating a return shipping label have changed; refer to the instructions that were included with your LEA coordinator kit for the new steps. The new carrier for returns is FedEx.

The next available date to request pickup of completed Answer Books is March 20, 2026. All Answer Books must be scheduled for pick up by June 12, 2026, to be scored. Refer to the List of Key Dates table in the Test Administration Features section of the ELPAC Online Test Administration Manual for a list of all pickup dates.

The last production round for Pre-ID labels occurred on March 9, 2026. The estimated arrival date for these labels is the week of March 30, 2026. Any new students arriving at the LEA, or students designated as English Learners, after March 9 will require their demographic information be bubbled in on the cover of their Answer Book.

When returning Summative ELPAC K–2 Writing Answer Books, an LEA has the option to download and complete the ELPAC School Group List to serve as a record of what is being returned in each shipment. Returns can be tracked in the Materials Tracking Lookup tool, which also tracks incoming pre-identification labels and ordered items, such as additional cartons, GISs, and special-version forms.
