Action Required! 2023–24 ELPAC Test Materials Return or Destruction Certification

Dear LEA ELPAC Coordinator:
The 2023–24 Summative ELPAC and Summative Alternate ELPAC testing window closes on May 31, 2024. The 2023–24 Initial ELPAC and Initial Alternate ELPAC testing window closes on June 28, 2024.
Secure Destruction of the 2023–24 ELPAC and Alternate ELPAC Test Materials
LEAs have the option to either securely destroy test materials locally or return materials to ETS for destruction. LEAs must inform ETS of the method of destruction or of the return of the test materials by completing the 2023–24 ELPAC and Alternate ELPAC Materials Return or Destruction Certification form no later than Monday, July 15, 2024. If returning the materials to ETS for destruction, please follow the steps in the ELPAC and Alternate ELPAC Secure Destruction and Return Instructions web document.
The following are examples of materials that will require secure destruction:
Examples of Summative ELPAC Materials
- Unused kindergarten through grade two (K–2) Writing Answer Books (Forms 1–10)
- Voided K–2 Writing Answer Books (Forms 1–10)
- Unused pre-identification labels
- Student rosters
- Printed Directions for Administration (DFAs)
- Paper–pencil test materials(Edition 1) (Braille Test Books must be returned to ETS in the box they were received in or other nonwhite carton.)
- Used K–12 all-domain Answer Books
- Used Test Books (grade three through grade twelve)
- Used Examiner's Manuals
- Audio Script (Listening and Speaking)

- Used Form 1 K–2 Writing Answer Books
- Unused pre-identification labels
- Student rosters
- Printed DFAs

Note: LEAs must return or securely destroy unused Initial ELPAC Form 1 Writing Answer Books from the 2023–24 or previous test administration year. All LEAs must order new testing materials through the Test Operations Management System.

Materials Return Process
Materials to be destroyed should be returned in nonwhite cartons. LEAs may use any nonwhite box to return materials for destruction. Completed Summative ELPAC K–2 Writing materials needing to be scored must be returned in the white return cartons.
