Reminder: Place Primary Order for K–2 Summative ELPAC Testing Materials

Dear LEA ELPAC Coordinator:

The Summative ELPAC is a computer-based assessment, with students in kindergarten through grade two taking the Writing domain using paper–pencil testing forms. The primary order window opened in the Test Operations Management System (TOMS) on November 1, 2024, and closes on December 20, 2024.

In TOMS, primary test materials orders are placed by selecting the [Orders] tab in the navigation bar and then selecting the [Place Primary Order] action tab. To complete the order, follow the page instructions on the Place Primary Order screen. For additional help, please refer to the Place Primary Order: Overview subsection in the TOMS User Guide.

Once a primary order has been submitted, the LEA cannot place another primary order. Instead, the LEA must wait until January 13, 2025, to submit a supplemental order during the supplemental order window for materials needed in addition to those in the primary order.

Summative ELPAC primary orders come in bundles of 10 and will include a 5 percent overage. Overages above bundles of 10 are sent to the LEA, not individual school sites. For information about the primary and supplemental order dates, refer to the Summative ELPAC web page.
