Guidance Regarding the File Processing Delays
Email Update, October 1, 2026
Dear LEA CAASPP Coordinator or LEA ELPAC Coordinator:
ETS is currently unable to process the nightly enrollment files. The following is the guidance to be adhered to until normal processing is restored.
Activities That May Continue
Testing may continue for students who were already established in the Test Delivery System (TDS) with the correct test assignments (including domain exemptions), test settings, and demographic information as of September 24, 2026.
Before proceeding with testing, Test Administrators and Test Examiners should verify that all students’ test settings are correct in the TDS.
Please note that English Language Acquisition Status values will remain unchanged in the Test Operations Management System (TOMS) and will be updated based on Initial ELPAC or Initial Alternate ELPAC results once the issue is resolved. Scores and Student Score Reports will continue to be produced for students who do not have domain exemptions or whose domain exemptions were applied prior to the date above.
Activities That Must Be Paused
Testing should not proceed for students whose records were added or updated in CALPADS on or after September 25, 2026, including:
- Newly enrolled students
- Students with changes to test assignments
- Students with new or updated test settings
- Students with demographic updates
Because these updates are not currently being transmitted to TOMS and the TDS, the information available for testing may not be accurate or complete.
Additional Impact
User role additions, updates, or password resets will not be processed until the issue has been resolved, and data transmissions have resumed.
We will provide updated guidance as soon as the issue is corrected and normal processing has been restored.
