Shipping Vendor Update

Dear LEA CAASPP Coordinator or LEA ELPAC Coordinator:

For the 2025–26 test administration, the primary shipping vendor for the paper–pencil testing materials has been changed from UPS to FedEx.

LEAs have already begun receiving Initial ELPAC PPT materials via FedEx instead of the previous vendor, UPS.

When summative testing begins, LEAs should expect to receive Summative ELPAC kindergarten through grade two test materials as well as CAASPP and ELPAC special paper versions (such as braille and large print) from FedEx as well. Likewise, materials should be returned via FedEx. No summative assessment test materials should be returned to ETS via UPS for the 2025–26 test administration.

LEAs that have been selected to participate in the Rotating Score Validation Process (RSVP) will continue to use the existing UPS return label creation tool to return RSVP Initial ELPAC test materials. Note that the return address when creating those labels is now the following:
