ELPAC: 2025–26 Initial ELPAC AST Certification Follow-Up

Dear select LEA ELPAC Coordinator:
This email is to remind you that <District> has not yet completed the 2025–26 Initial ELPAC LEA Certification training requirements.
Certification Courses
Annual training for the Initial ELPAC is required whether the LEA has enrolled students with an English language acquisition status of to be determined (TBD) or not.
LEA ELPAC coordinator or their designee must complete one of the following LEA certification courses:
- For LEAs with students in kindergarten through grade twelve (K–12): Initial ELPAC LEA Certification (K–12)
- For LEAs with students in grades six through twelve (6–12): Initial ELPAC LEA Certification (Grades 6–12)
Responsibilities
Certification Completion: By August 8, 2025
- Obtain and Distribute Enrollment Keys:
- Go to: Administration and Scoring Training (AST) website
- Enter Access Code: <District>: <passcode>
- Select: [Initial Moodle Training Site] button
- Request reporting access on the AST website for up to three trainers.
- Ensure new and experienced test examiners complete calibration quizzes for Speaking and Writing using the Test Examiner Training and Calibration course on Moodle.
Multiple LEAs
LEAs without students designated as TBD or with limited eligible students may enter into an MOU with a neighboring LEA. For more information, visit the Test Administration Trainings and Tutorials web page.
If providing training and administration for multiple LEAs, email elpac@scoe.net to link LEAs for training coverage.
Additional Information and Resources
LEAs may be subject to a Tier 2 audit if certification is not completed by August 8, 2025, or if no MOU is provided.
