Systems Resume: July 2025

Dear LEA CAASPP Coordinator or LEA ELPAC Coordinator:

CAASPP and ELPAC systems have resumed operation after being updated to support the 2025–26 test administration.

The following updates have been made to the Test Operations Management System (TOMS):

• The Initial ELPAC and Initial Alternate ELPAC are now available.
  • The secure Directions for Administration and picture cards are available in TOMS.
• Users previously added to the 2025–26 test administration year now have access to that year in TOMS. LEA coordinators can continue to upload or individually add their site coordinators, test administrators, and test examiners into TOMS.
• The primary LEA coordinator, as well as the superintendent, can add and delete additional LEA coordinator roles in TOMS.

The following updates have been made to the Test Delivery System:

• The Secure Browser student logon flow has been refreshed with new screens
  • Session IDs will now be entered on the third screen during the student’s logon flow.
  • The Audio/Video Check will include additional checks based on the student’s accessibility resources or required components of the testing session.
• Additional test setting information has been added to the Test Administrator Interface student test setting look-up tool in TOMS, which includes:
  • Non-Embedded Accommodations for Sensory Items
  • Color Contrast
  • Mouse Pointers
