Preparing for the 2025–26 Test Administration Year
Email Update, June 2, 2025
Dear LEA CAASPP Coordinator or LEA ELPAC Coordinator:
During the CAASPP and ELPAC system downtime from Monday, June 30, 2025, at 5 p.m. to Monday, July 7, 2025, at 8 a.m., LEA coordinators will need to take certain actions to prepare for the transition to 2025–26 test administration in the Test Operations Management System (TOMS). Refer to the System Downtime Schedule web page for other impacted systems.
After this downtime, only LEA staff who have been assigned user roles for the 2025–26 test administration will be able to access TOMS, and certain data and reports from previous test administrations will not be available. The next sections outline the steps to prepare for this transition.
Before the Downtime
LEA coordinators should take the following steps before the system downtime on June 30:
- Add users to the 2025–26 test administration in TOMS as needed, ensuring that site coordinators, test administrators, and test examiners have the necessary access to administer assessments in July, such as the Initial ELPAC, Initial Alternate ELPAC, or interim assessments.
- Users who will continue to administer the 2024–25 interim assessments in July will require a new role for 2025–26 in TOMS.
- Because TOMS maintains only three years of student score data files and Student Score Reports (SSRs), download the following 2022–23 files for your records before they are removed during the downtime:
- 2022–23 CAASPP Student Score Data File
- 2022–23 Summative ELPAC and Summative Alternate ELPAC Student Score Data File
- 2022–23 CAASPP Student Score Report PDFs
- 2022–23 ELPAC Student Score Report PDFs
- Download any other reports that may be useful for LEA records since users will lose access to some 2024–25 data in TOMS once the downtime begins, including the following:
- CAASPP or ELPAC LEA-Level SSR Availability Report
- CAASPP or ELPAC LEA-Level SSR Distribution Report
- CAASPP or ELPAC Student Completion Status Report
- CAASPP or ELPAC Student Completion Status Summary Report
- CAASPP or ELPAC Student Test Settings Report
- CAASPP Crisis Alert Response System (CARS) LEA-Level Status Report
- Security Forms and Remote Administration Status Report
ELPAC
- Test examiners may access operational Directions for Administration (DFAs) in TOMS to ensure they are prepared to administer the Initial ELPAC or Initial Alternate ELPAC as early as July 7, 2025. Test examiners must also complete any necessary Moodle Training Site (Moodle) training before administering an Initial ELPAC or Initial Alternate ELPAC.
- Preliminary DFAs are available in Moodle for training purposes.
- If the Initial ELPAC or Initial Alternate ELPAC will be administered prior to the start of the instructional year, LEA ELPAC coordinators should work with LEA CALPADS coordinators to ensure new students registering during the summer have an SSID and English language acquisition status of To Be Determined if students are classified as such by the home language survey. These students should be uploaded into CALPADS as preenrolled.
Charter School Information
Take the following actions if your LEA is a charter school:
- Direct funded charter schools that are closing should provide all available years of data, including historical SSRs, to their authorizer.
- If the LEA is a charter school that is changing funding status or authorizing LEA, download all necessary reports from all available years, as access to previous records will not be available after changing county/district/school codes.
After Systems Resume
Coordinators should take the following steps after systems resume on July 7:
- If more users need to be added to TOMS, download the CAASPP LEA User List Report or the ELPAC LEA User List Report for 2024–25; and update, add, modify, or delete users as needed for the 2025–26 school year. Then, upload the updated file to TOMS. More information is available in the Add Users via Bulk Upload section of the TOMS User Guide.
- The primary LEA CAASPP coordinator or primary LEA ELPAC coordinator will be able to add additional LEA coordinators on behalf of the superintendent.

Remind TOMS users that they will need to log on to TOMS to complete the security affidavit, security agreement, or both for the 2025–26 test administration.
- Users whose only role is “IA Administrator” will not be prompted to complete the security affidavit.
- A new, optional security form for the interim assessments will be available on the CAASPP & ELPAC Website for local use only. (This form will be available to LEAs for their use in tracking access to the interim assessments and is not a CDE requirement. Any completed forms should be kept locally.)
