ELPAC: 2024–25 Initial ELPAC AST Moodle is Now Open

Dear LEA ELPAC Coordinator:
You are receiving this email because you are designated as the LEA ELPAC coordinator for the 2024–25 administration. This is a reminder that the 2024–25 Initial ELPAC has been updated to include embedded field test items within two forms requiring all LEAs to participate and complete the Administration and Scoring Training (AST). The 2024–25 Initial ELPAC Moodle Training Resources on the Moodle Training Site (Moodle) are now open.

Statewide LEA Certification
Statewide training is mandatory. ELPAC regulations require annual training for all LEAs. Each LEA ELPAC coordinator or designee is required to complete the online Initial ELPAC certification course in Moodle to meet the training requirement for the LEA. Upon completion of the LEA certification course a certificate of completion is produced. The LEA certification course takes approximately two to three hours and must be completed by August 2, 2024. LEA ELPAC coordinators and other test examiners can fulfill their training requirements by accessing the virtual training modules within Moodle using their Moodle Key discussed below.
Alternatively, an LEA who does not have any students designated with an English Language Acquisition Status of To Be Determined (TBD) in the California Longitudinal Pupil Achievement Data System (CALPADS) may either complete the certification course or enter a Memorandum of Understanding with a neighboring LEA that has completed the certification course. If the primary LEA subsequently enrolls a TBD student, the neighboring LEA will administer the Initial ELPAC for the primary LEA.
It is highly recommended that ELPAC coordinators or lead trainers attend the Initial ELPAC Overview and Question and Answer Session via Zoom on May 7, 2024, from 3 to 4 p.m. During this session, SCOE will introduce updates to the Initial ELPAC, and answer test administration and scoring questions. Test Examiner Certification
The LEA ELPAC coordinator, or their designee, is responsible for overseeing test examiners' calibration progress and completion. For the Initial ELPAC, both new and experienced test examiners must calibrate annually and will be emailed a certificate of calibration upon successful completion. The Initial ELPAC Examiner Training and Calibration course has been updated with new student response videos.
Access Code for Moodle Enrollment Keys
To obtain the Moodle enrollment keys, the following access code is needed:

LEA ELPAC coordinators must log on to the AST website and enter the access code in the Submit code field. Select the [Initial ELPAC Moodle Training Site] button, which will open the web page to find the enrollment keys. Each LEA has four enrollment keys for the Initial ELPAC, one for each of the following courses: Test Examiner Training and Calibration, LEA Certification (kindergarten through grade twelve), LEA Certification (grades six through twelve), and Trainer Resources.
LEA Trainer Moodle Account and Reporting Access
LEA trainer access needs to be set up for each administration. The LEA ELPAC coordinator is responsible for distributing the enrollment keys to appropriate LEA staff. To view reports of test examiners' completion, the LEA ELPAC coordinator must identify up to three individuals who will monitor completion. Log on to the AST website, select the [Initial ELPAC Moodle Training Site] button, and request LEA trainer Moodle reporting access by submitting the individuals' names and email addresses.
Moodle User Accounts
Individuals who already have Moodle accounts from a previous administration do not need to create a new account. LEA trainers who wish to create individual Moodle accounts for new staff can use the template posted in Moodle. Filling out and submitting a User Account file is an easy way to create accounts for all test examiners in the LEA. The file can be populated with staff members' names and email addresses. Populated files should be emailed to SCOE at elpac@scoe.net. Once the file is imported into Moodle, it will send a confirmation email to each person listed in the file that a new account has been requested. Each person will need to confirm the account by selecting the link in the email confirmation. Digital Training Binders
Training binders are updated to reflect the 2024–25 test and will be available in digital format in the Trainer Resources courses in Moodle. The new digital version can be downloaded by section or in its entirety.
