ELPAC: 2026–27 Initial ELPAC AST Moodle is Now Open
Email Update, April 20, 2026
Dear LEA ELPAC Coordinator:
This is a reminder that the 2026–27 Initial ELPAC Moodle Training Site (Moodle) opens today (April 20, 2026).
Steps for Coordinators
- Obtain your LEA’s enrollment keys.
- Go to: Administration and Scoring Training (AST) website
- Enter Access Code: [District]: [passcode] (This is not the Moodle key.)
- Select: [Initial Moodle Training Site] button
- Complete the appropriate LEA certification course by Monday, August 10, 2026.
- For LEAs with students in kindergarten through grade twelve (K–12): Initial ELPAC LEA Certification (K–12)
- For LEAs with students in grades six through twelve (6–12): Initial ELPAC LEA Certification (Grades 6–12)
- Give trainers and test examiners the appropriate enrollment key(s).
- Ensure that all test examiners have a Moodle account. (User accounts from previous administrations are still active.)
- Request reporting access on the AST website for up to three trainers.
- Ensure test examiners know which grade-level or grade-span Speaking calibration section they should complete in the test examiner course.
- Verify that test examiners have completed calibration by obtaining the completion certificate from the test examiner or by verifying in Moodle, after requesting reporting access.
LEA Verification of Training Requirement
LEA ELPAC coordinators or their designees who have already completed the 2025–26 Initial LEA Certification course may simply confirm on the AST website that at least one current, active LEA staff member has completed LEA certification. This verification replaces retaking the course; however, watching the Initial ELPAC What’s New video is highly recommended.
All LEA ELPAC coordinators—new and returning—must log on to the AST website and select the [Initial ELPAC Training Verification] button, which displays a current list of LEA staff members whom Moodle has verified as meeting the 2025–26 training requirement. If no one is listed as verified, complete the earlier coordinator steps. If you believe this is an error, reach out to Moodle Support at moodlesupport@scoe.net.
Optional Memorandum of Understanding (MOU)
LEAs without students designated as To Be Determined or with limited eligible students, may enter into an MOU with a neighboring LEA. LEAs must email the signed MOU to elpac@scoe.net to confirm the neighboring LEA has completed the training. MOUs do not roll over and must be submitted annually. Visit the “ELPAC Administration and Scoring Training Information” section of the Test Administration Trainings and Tutorials web page for more information.
Test Examiner Speaking and Writing Annual Calibration Certificate(s)
- Both new and experienced test examiners must calibrate annually.
- Test examiners need only calibrate the grade levels or grade spans they are administering and scoring.
- Certificates of completion are downloaded directly by test examiners when they select [Get Certificate] and should be forwarded to the coordinator.
District Trainer Moodle Account and Reporting Access
- Tracking: The LEA ELPAC coordinator, or a designee, is responsible for overseeing test examiners’ calibration progress and completion.
- Submitting Trainer Information for Reporting Access:
- Only the LEA ELPAC coordinator may identify the LEA ELPAC trainers responsible for monitoring. Reporting access is available for up to three trainers.
- Log on to the AST website.
- Select the [Initial Moodle Training Site] button.
- Complete the “LEA Trainer Reporting Access—Initial” section.
- Only the LEA ELPAC coordinator may identify the LEA ELPAC trainers responsible for monitoring. Reporting access is available for up to three trainers.
