ELPAC: 2025–26 Initial ELPAC AST Information

Dear LEA ELPAC Coordinator:

This email contains important information for the 2025–26 Initial ELPAC Administration and Scoring Training (AST).

2025–26 Initial ELPAC Updates

• Annual Training Requirements: The annual training for the Initial ELPAC is mandatory, whether the LEA has enrolled students with an English language acquisition status of to be determined (TBD) or not.
• AST: The AST opens on Monday, April 21, 2025, via the Moodle Training Site (Moodle).

Initial ELPAC Testing Window

• Dates: July 1, 2025–June 30, 2026
• Preparation: Virtual training modules created by Sacramento County Office of Education for LEA ELPAC coordinators and test examiners

Statewide LEA Certification

• Mandatory Training: Annual requirement for all LEA ELPAC coordinator or their designee
• LEA Certification Course:
  • Format: Online, via Moodle
  • Duration: Two to three hours
  • Deadline: August 8, 2025
• Optional Memorandum of Understanding (MOU)

LEAs without students designated as TBD or with limited eligible students may enter into an MOU with a neighboring LEA. MOUs must be updated and sent to elpac@scoe.net annually. Test Examiner Training and Calibration

• Responsibility: LEA ELPAC coordinator or designee oversees calibration progress
• Annual Calibration: Required for new and experienced test examiners
• Certificate: Available upon successful completion of calibration

Access Codes and Moodle Enrollment Keys

• Access Codes for the AST website: Used to obtain enrollment keys and will be emailed on April 21, 2025, from moodlesupport@scoe.net
• Enrollment Keys: Required to enter the training in Moodle and distributed by LEA ELPAC coordinator
• Moodle User Accounts: Required for anyone taking a Moodle training course

Digital Training Binders

• Availability: Updated for 2025–26 Initial ELPAC administration and available on April 21, 2025
• Format: Digital, downloadable as a PDF from Moodle

Initial ELPAC Overview and Q&A Session

• Date and Time: May 6, 2025, from 3–4 p.m.
• Platform: Zoom
• Purpose:
  • Introducing updates to the Initial ELPAC
  • Answer test administration and scoring questions
