Designate LEA CAASPP Coordinators and LEA ELPAC Coordinators
Email Update, February 4, 2026
Dear LEA Superintendent, Charter School Administrator, LEA CAASPP Coordinator, or LEA ELPAC Coordinator:
LEA superintendents and direct funded charter school administrators, listed in the California School Directory, are responsible for designating an LEA CAASPP coordinator and an LEA ELPAC coordinator. This designation should be made in the Test Operations Management System (TOMS) for the upcoming 2026–27 school year.
The deadlines to designate LEA coordinators for the 2026–27 school year are as follows:
- ELPAC: April 1, 2026
- CAASPP: July 1, 2026
When designating coordinators, a primary coordinator should be selected for both CAASPP and ELPAC. If no primary coordinator is selected, the first LEA coordinator designated will automatically be assigned the role of primary LEA coordinator.
Instructions on how to designate coordinators and how to select primary coordinators can be found in the Designate Users: Overview section of the TOMS User Guide. Additionally, designated coordinators who are new to the role should be marked with the New checkbox during the designation process. New coordinators will receive additional resources for support in the upcoming 2026–27 school year.
Administrators of direct funded charter schools should ensure that the person named in the Administrator field in the California School Directory is the primary site administrator for the school with the authority to designate roles such as an LEA CAASPP coordinator or LEA ELPAC coordinator. Recipients of this email who are not the appropriate person to designate an LEA coordinator should work with the County-District-School coordinator for the LEA to update the Administrator field in the California School Directory to ensure it contains the name of the person who has authority as the primary site administrator.
